Local gov't will become controlled by unelected Council of Governments/ CODs, to prepare regional plans and set regional policy. There are 10,000 NGO's/non-governmental organizations, which are unelected special interests who are recipients of government funds. It's about reducing the rural population, abortion, wildlands project, wars, collapse economy. He explained how Agenda 21 effects Klamath Basin. 2 Klamath County commissioners and a state senator, along with more than 200 local citizens, attended the afternoon seminar, many who have had their water shut off in the Klamath Basin, and who have threats that their hydroelectric dams will be destroyed and surface and groundwater denied, forest roads closed, endangered species supreme, mining and logging banned. Are there ICLEI towns near you? Are there groups of “stakeholders” planning your resource use like water, poser, air quality, water quality, modes of transportation, and imposing penalties/fees and regulations and prices (gas, power, water) and reallocating power of control of these resources? Above is their planning guide; it will explain how the process of controlling you is taking place. What about dams, high speed rail, Water Quality Control Board upcoming meetings, Tulelake’s groundwater management plan upcoming meetings? wilderness areas? banned off road travel in your forests?

We tend to avoid learning about the United Nations plan for the Klamath
Basin because we don't want to believe it, however here is a great
article giving you the resources and links to see the plans for
yourself. "The International Biosphere Reserve has 3 phases. They are
now in their 3rd and final phase. (1) The Northern California Coastal
Forest Ecoregion; (2) The Klamath-Siskiyou Ecoregion; (3) The Klamath
Basin Headwaters Ecoregion. These three Ecoregions, when joined together
are a single International Biosphere Reserve (IBR). Subject to
International Environmental Governance."
