PROCLAMATION
OF A STATE
OF EMERGENCY
WHEREAS,
conditions of extreme water shortage and drought exist within Siskiyou
and Modoc Counties caused by reductions in water delivery from the
Klamath Project and a 69% decrease in precipitation and snow pack this
year;
WHEREAS, the extreme
water shortage and drought situation is beyond the capabilities of
Siskiyou and Modoc to remedy; and therefore, the County Board of
Supervisors from Siskiyou and Modoc Counties have proclaimed local
emergencies, and have requested that I proclaim a state of emergency;
WHEREAS,
under the provisions of Section 8558(b) of the California Government
Code, I find that conditions of extreme economic peril exist due to a
severe and sudden water shortage and drought;
NOW, THEREFORE, I, GRAY
DAVIS, Governor of the State of California, in accordance with the
authority vested in me by the California Emergency Services Act, and in
particular, Section 8625 of the California Government Code, HEREBY
PROCLAIM A STATE OF EMERGENCY to exist in the Counties of Siskiyou
and Modoc.
IT
IS FURTHER ORDERED that the Governor’s Office of Emergency Services provide disaster
assistance, not to exceed $5 million, under the authority of the State
Natural Disaster Assistance Act to water districts located in the Upper
Klamath Basin in Siskiyou County to drill water wells, in order to
develop ground water sources to assist in avoiding the loss of critical
topsoil.
IT IS ALSO FURTHER ORDERED
that all agencies of the state government utilize and employ state
personnel, equipment and facilities for the performance of any and all
activities to alleviate this emergency.
I FURTHER DIRECT that
as soon hereafter as possible, this proclamation be filed in the Office
of the Secretary of State and that widespread publicity and notice be
given to this proclamation.
