Why is the lake level tied to so
many issues?

The water level in Upper Klamath Lake, below the level
set by the Endangered Species Act, is something no one
can do anything
about as the figure is set by constitutional law.
The water level in
the lake that is above that set figure is water we can
locally divide to meet the needs of the citizens of the
Klamath Basin.
What has the issue
of forest to the tribes to do with dividing the
available water? The ownership of that part of the
forest will not contribute water to the lake.
What has the
relicensing of dams on the Klamath River have to do with
the dividable water in Upper Klamath Lake? Their dam
pools will never contribute to the water level in
Klamath Lake.
How did this issue
get to include so many on-contributing issues?
