Agreement would put federal rights over state’s

    I’ve always believed that states rights should supercede federal rights, except for those that are granted to the federal government by the Constitution.

    The authors of the Klamath River Compact had this belief in states rights.

    The Klamath Basin Restoration Agreement has sections that could place state water rights in jeopardy with federal water rights in some future legislation or judicial acts.

    The battle between state water rights and federal water rights is a national problem that cannot easily be solved even by well-meaning individuals with good intentions.

    Let Oregon continue adjudicating its water rights as begun in 1997 using the alternate dispute process.
