Garrard says Dems are not listening to their constituents

State Rep. Bill Garrard, R - Klamath Falls, isn't pleased with how legislation approved by the Joint Land Use  Fairness Committee could affect claims made under land-use Measure 37.

Property owners limited by land use regulations enacted since they purchased their properties were meant to find relief through Measure 37, by filing claims to have those regulations waved or be compensated by the local county governments.

Legislation advanced by the committee could be on the ballot in November. It would limit large-scale developments and require a threshold of lost property value when calculating claims. It would also create an "express lane" for claims involving construction of three homes or less.

Garrard said in a press release that he'd heard from constituents by e-mail and blog messages about their stance on Measure 37 and claimed that legislative Democrats were seeking to kill private property rights in Oregon.

"I intend to buy hearing aids for the Democrats because they are not listening to the people," he said.
