Biomass plant will ruin air

On Sept. 25, the highway department was working on the shoulder of Highway 66 right by my house.

I went outside to pick apples from my tree. The department had all the traffic stopped at short intervals. When the vehicles were allowed to go, the exhaust fumes were terrible. Even when just idling, they made me cough and almost made me sick.

I thought, “this is the way it will be if Klamath Bioenergy gets to put in its proposed plant right across the highway.” The 50-some diesel chip trucks going into the plant every three minutes, 10 hours a day, six days a week, and all the gas and other diesel vehicles slowed behind them, will wreck our neighborhood so we can’t breathe right.

We went to the first meeting they had, and a man asked, “Are you going to put electric engines in all of those trucks?” Of course there was no answer.

This is very wrong to wreck a good neighborhood with all the smoke stack and exhaust pollution caused by the plant, if it is allowed to be put in. The message it shows is the company doesn’t care about our livability, health, property values, etc. It only cares to make the “green” money for itself, using government subsidies. It’s not about jobs as it wants us to believe.

The Draft Proposed Order fails to evaluate any part of the livability impacts that the KBE will impose on residents. These are OAR 345-022-0000 siting guidelines and ORS 469.310, the required evaluation of adverse impacts as a threshold issue.

Countywise, it violates ORS 197.835 and doesn’t show compliance to Klamath County Land Development Code 44.020 (c) for livability with regards to adverse impacts on property values, air quality, and truck traffic.
