George Mannina's testimony on Obama's National
Ocean's Policy (Ocean Zoning where decisions are made by federal
agencies). There is much testimony/discussion here
about the separation of powers and the Constitutional inability
of the Executive Branch to make law unless so delegated by
Congress. (I have noted the specific minute range of testimonies
