A complete spaghetti dinner will be served to all comers from 5:30-6:30pm. The cost will be $10 for adults, and $5 for
children under 12.


PFUSA Grange is launching an effort to restore illegally-denied access into
the Cascade-Siskiyou National Monument. Many of you have been involved in
our ongoing efforts in this regard. Whether you have or not, please read
this important notice.

The Medford District of the Bureau of Land Management released its Draft
Environmental Impact State/Resource Management Plan for the Cascade-Siskiyou
National Monument two years ago. The immediate past President of the
California State Grange, Leo Bergeron, in consultation with PFUSA Grange,
submitted a letter detailing the illegality of BLM's proposed management
actions as they related to denying valid and pre-existent R.S. 2477
Rights-of-Way within the monument. This access was historically enjoyed for
a variety of purposes, such as but not limited to, residential access,
grazing, mining, fishing, horseback riding, hunting, hiking, bicycle riding,
off-road vehicle use, snowmobile riding, and motorcycle riding.

BLM's Final EIS/RMP was ordered by President Clinton to be completed by June
2003. To date, BLM has failed this duty, and has yet to answer the legality
challenges brought by the grange. The rule of law is clear on this issue;
Congress made a self-actuating grant to the people of the United States that
cannot be overruled, or otherwise interfered with by any branch of the
federal government.

When BLM last tried, in 1997 under then Secretary Bruce Babbitt, Congress
reminded them of their lack of lawful authority. All federal agencies know
that R.S. 2477 assertions are non-action items for them. Unfortunately, this
knowledge has not stopped BLM from claiming jurisdiction where they have
none.

The R.S. 2477 Right-of-Way grant is a property right, enjoying the same
constitutional and legal protections as any other property. Congress granted
the right for the people to come and go at will over all public lands not
already reserved. This freedom was, and remains, vitally important to the
economic health of the entire nation, the health and safety of our local
communities, and our national security. At our meeting two weeks ago, PFUSA
Grange members voted unanimously to file suit to restore our abrogated civil
liberties.

To that end, PFUSA Grange will hold the first of many fundraising events on
Saturday, May 22, at Greenhorn Grange in Yreka. Greenhorn Grange has voted
to join in our lawsuit, so it is with appreciation that we start our
fundraising campaign with them.

PFUSA Grange will conduct our regular business meeting from 3:00-5:00pm,
then take a short break. A complete spaghetti dinner will be served to all
comers from 5:30-6:30pm. The cost will be $10 for adults, and $5 for
children under 12. Successful prosecution of our lawsuit will benefit many,
many groups and individuals throughout the great state of Jefferson (as well
as the rest of the country), so please distribute this notice far and wide,
and extend a warm invitation to all to join us.

As an added benefit, at 7:00pm, Thomas Deerfield, representing the Shasta
Energy Group, will give a very informative presentation on a proposed
Biomass gasification project being planned for the Scott Valley. This
proposed project would fire up a biopower system that efficiently and
effectively burns forest thinnings to produce electricity and heat. Once
this technology is fully developed, it will help improve forest health,
increase responsible domestic energy production, and help bring new
businesses and jobs. The system uses advanced downdraft gasification
technology to convert the energy in wood residues to a clean, gaseous fuel
suitable for use by a variety of generators, including automotive and
industrial engines. Many of you know Ric Costales has been involved with
this proposal, representing the Scott River Watershed Council.

We hope you will join us for this special event. Everyone has to eat dinner,
and your support of our event will greatly boost our efforts on all our
behalfs.
