House Debate on Libya
"The President is now on notice that
he is in direct defiance of
Congress." -- Congressman Tom
McClintock
On June 24th the
Congress debated the role of the
United States in Libya. During the
debate Congressman McClintock made
the following remarks about HR 2278:
"This bill
purports to cut off funding for
combat in Libya. In doing so, it
simply forbids what the Constitution
already forbids: the waging of war
without explicit congressional
authorization.
"But then it
specifically grants to the President
what up until now he has completely
lacked:
"Congressional
authority to engage in every
conceivable belligerent act short of
actually pulling the trigger..."

During a debate on
June 3rd about Libya Congressman
McClintock noted that if the
President felt there was
justification to attack Libya, he
was constitutionally required to
make his case to Congress and get
its authorization. The President did
not. Congressman McClintock's debate
remarks:
"Lets be clear:
without prior Congressional
authorization, under the War Powers
Act, the President may only commit
armed forces to hostilities for
sixty days if there is a direct
attack upon the United States, its
territories or possessions or its
armed forces.
"There was none,
so there is no sixty day clock and
the President's unprovoked attack on
Libya – from Day One – constituted
an illegal and unconstitutional act
of the highest significance."

Memorial Day
Congressman
McClintock attended Memorial Day
observance ceremonies in Auburn and
Grass Valley.
In Auburn he spoke at the Veterans
Memorial Day Ceremony at New Auburn
Cemetery. In Grass Valley he made
remarks at the American Legion
Memorial Day Ceremony at Grass
Valley Memorial Park.

On May 28th
Congressman McClintock attended the
Gold, Silver & Blue Star Celebration
and Dedication at the Fair Oaks
Cemetery District. The event was
organized to celebrate the lives of
the men and women who served to
protect the rights and freedoms of
Americans.

Meetings
Congressman McClintock hosted town
hall meetings recently in Georgetown
and Placerville.

Art Competition
Winner Honored
Congressman Tom McClintock honored
students and teachers who took part
in the Congressional Art Competition
-- An Artistic Discovery --
at a reception in Placerville on
June 9th. The competition was open
to all high school students within
California's Fourth Congressional
District.
Congressman
McClintock presented the first place
award to Alana Mosca of South Tahoe
High School for her winning entry,
"Barefoot Beauty."

Alana's winning
piece is a photograph of footprints
in the sand with waves slowly
crashing onshore. The artwork will
be sent to Washington, D.C. where it
will be displayed with other winning
entries from across the country in
the Cannon Tunnel -- the major
walkway connecting the Cannon House
Office Building with the U.S.
Capitol.
Congressman McClintock presents
first place award

Judging took place at PlacerArts in
Auburn under the direction of Angela
Tahti. The judges for the 2011
Competition were: Claudia Draper, El
Dorado County Arts Council; Elgin
Cannon, Lassen County Arts Council;
B.J. Jordan, Sierra County Arts
Council and Judy Nielsen, Nevada
County Arts Council.
The El Dorado Arts Council hosted
the reception, under the direction
of Deb Jensen and Susan Keale.
House Water and
Power Subcommittee
Congressman McClintock is Chairman
of the House Water and Power
Subcommittee. Recent committee
hearings have included an
examination of efforts by the
Environmental Protection Agency
(EPA) to impose cost-prohibitive
mandates on one of the largest
sources of hydroelectricity in the
west – the Navajo Generating
Station.

statement:
"Since 1975, the
Navajo Generating Station has
produced 2,250 megawatts of
inexpensive electricity – more than
produced by the Hoover Dam. It
employs 545 workers – 80 percent of
whom are members of the Navajo
Nation and Hopi Indian Tribe..."

Meetings,
Speeches and Events
* On May 18th in El Dorado County
Congressman McClintock spoke at a
joint dinner meeting of the Forest
Forum and Associated California
Loggers. The meeting was held at the
Three Forks Grange Hall in Somerset.
Congressman McClintock discussed
access to, and management of, public
forest land.
* In Grass Valley on
May 20th the Congressman spoke at
the Nevada County Friends of the NRA
Dinner.
* On June 4th Congressman McClintock
spoke at the Faith & Freedom
Coalition Conference held in
Washington, D.C.
* On June 9, he attended a ceremony
in Sacramento to honor disabled
members of the armed services and
veterans. The Department of Veterans
Affairs announced it is funding
sports and recreation activities for
injured veterans and disabled
military in Northern California,
allowing wounded warriors more
access to sporting and recreational
opportunities that aid in their
physical rehabilitation.
* In Folsom on June 10th Congressman
McClintock spoke at the Gold Country
Friends of NRA Dinner.
* On June 13th in Washington, D.C
Congressman McClintock met with
students from Roseville's Olympus
Junior High School. On June 14th he
met with students from Grass
Valley's Magnolia Intermediate
School and on June 15th the
Congressman met with students from
Granite Bay's Cavitt Junior High
School.
