CALIFORNIA: REPORT ON FISH KILL A study of the Klamath River basin, where farmers have been fighting over water flows with environmentalists, Indian tribes and fishermen, recommends that federal agencies charged with protecting the river's endangered and threatened fish look beyond a federal irrigation project for solutions. The study by the National Research Council comes a year after 33,000 fish, mostly Chinook salmon, died in the river, which critics attributed to diversions of water to farmland by federal officials. While acknowledging that agriculture has contributed to the problem, the report suggests long-term solutions, including removing dams, creating a water bank and restoring the fish's habitat.   Dean E.
