The administration is a federal agency that owns and
operates the majority of the high-voltage electric
transmission lines in the Pacific Northwest.
Cob's proposal was submitted to the federal agency
in October 2001. BPA released an environmental
impact statement in June 2004 to assess how
interconnection would affect the environment.
"The COB Energy Facility will provide economic and
reliable energy, helping to modernize the national
energy supply as envisioned by the National Energy
